Switch from NOC 2016 to NOC 2021: TEER system

NOC switch from 2016 to 2021 TEER System

Training, Education, Experience and responsibilities (TEER) groups.

As of November 16th, 2022 Immigration, Refugees and Citizenship Canada have switched from NOC 2016 to TEER system.

IRCC will now classify an individual’s job as per NOC 2021 that would further differentiate jobs/occupations into Training, Education, Experience and responsibilities (TEER) groups.

TEER system will be based on job duties performed and education and experience required doing this job.

Until November 16th, 2022, IRCC was referring to NOC 2016 and work experience of any applicant would fall under skill types 0, A, B, C and D. This is the main difference between NOC 2016 and NOC 2021. NOC 2021 will be replacing Skill types to TEER groups. For example:

NOC 2016NOC 2021
Skill type 0TEER 0
Skill type ATEER 1
Skill type BTEER 2 or TEER 3
Skill type CTEER 4
Skill type DTEER 5

Here are some examples of some professions as per TEER categories:

TEER 0: TEER 0 will include management occupations such as Architectural and Engineering Managers, Computer and Information Systems Managers etc.

TEER 1: TEER 1 is the group for occupations that usually require a university degree.

TEER 2: TEER 2 will group the jobs that require a college diploma or training for 2 or more years.

TEER 3: TEER 3 is the group for jobs that requires a college diploma or training of less than two years or more than 6 months of on-the-job training.

TEER 4: TEER 4 is the occupations that usually require a high school diploma or several weeks of on-the-job training.

TEER 5: Occupations in TEER 5 does not need any formal education and just need short-term work experience such as grounds labourers etc.

IRCC has very clear instructions for the applicants who have already submitted their profiles or who are about to submit their express entry profiles. If any applicant has submitted their profile and not received invitation to apply yet are required to update their NOC code as per new TEER system.

If any applicant have received their ITA before implementation of this change, they can submit their EE application using the same NOC as they used to submit their profile. Someone who is looking to submit their profile should refer to new NOC system and fill their occupation code as per TEER system.
