Foreign workers who do not need a work permit to work in Canada

Most of foreign nationals require work permit to be allowed to work in Canada, however there are certain categories of workers who are exempt from work permit requirement. Most of these workers fall under International Mobility Program.

These workers are allowed to work without a work permit as they do not enter the Canadian labour market. Here is the list of workers who are exempt from getting a work permit:

  • Business Visitors
  • Foreign representative
  • Athletes and team members/coach
  • Diplomats and foreign representatives
  • Performing arts
  • Religious leaders
  • Examiners and evaluators
  • Public speakers
  • Expert witness and investigators
  • Crew members
  • Military professionals
  • Short-term researchers
  • Judge, referee

These are some of the professions that do not require a work permit to come to Canada and work here and perform their duties.

In other cases, foreign workers who want to enter Canadian labour market are required to get a work permit before they can start working in Canada. For example, once an international student graduates from a DLI they can apply for Post Graduate Work Permit and work for any Canadian employer. The spouses of some foreign workers are also eligible for spousal open work permit, they get an open work permit for a specific period of time and work for any employer.
